  Peirce's notion of "tychism" is the idea that:
  (1) there are fundamentally random physical processes
  (2) physical law has evolved, just as biology has evolved.

  These days we would say
     (1) is certainly the case      (quantum mechanics)
     (2) remains fanciful at best

  What selection process might there be to encourage
  one law to be selected over another?

  The best you can do with this sort of
  thinking is speculate about the            Observers only exist
  anthropic principle, a point-of-view       in physical frameworks
  bias in observers.                         that can support
                                             observers.
  We know very little about what
  process might create physical
  frameworks: we've only seen one
  of them, and we've seen no
  examples at all of the outcomes
  that would not let us see.
